Vandenberg is a closed military installation: there is no public viewing inside the base and base tours have not been offered recently. Viewing is from the town of Lompoc and the surrounding coast, and many launches fly south so they can be seen up and down the California coast. Booster landings can bring sonic booms.

The 'closest views' and 'designated for SLC-6' claims come from a news report quoting a launch-schedule website.
Explore Lompoc, the city's tourism bureau, lists these as not currently open for public viewing: the top of Harris Grade Road, Hawk's Nest (Camellia Lane / Azalea Lane), Marshallia Ranch Road and Highway 246. Closures also happen for security or booster-landing reasons; there is no single official feed, so check Explore Lompoc and the base's site.
Getting there
Lompoc is reached by State Route 1 and State Route 246. Several of the best spots are on Ocean Avenue on the west side of town. Allow time for a late-night or pre-dawn launch: some Vandenberg launches happen before dawn or after dark, so bring a flashlight and warm clothes.
Safety
Do not stop on highways or enter closed roads such as the ones listed as closed below. Street viewing means parking carefully and not blocking traffic or driveways. Some spots cross an active railroad: stay off the tracks. Coastal fog can hide a launch entirely; check the weather.
What to bring
Warm layers, a flashlight, a folding chair, a phone with the launch webcast, binoculars, a camera with a zoom lens, and water. Cell service can be weak at some rural spots.
